It is responsible for providing leadership on global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical support to countries and monitoring and assessing health trends.

Objectives of the Programme

  • The SMO Cluster in the WHO country office in Nigeria supports the strengthening of the national health information system to improve the availability, quality and use of health dataand information as a basis for better results and accountability, for the policy development and decision-making at different levels.
  • This support includes the creation of synergies with the WHO Regional Office for Africa, the Ministry of Health of Nigeria and partners, including academic institutions,to:
    • Align investments with the national health information and monitoring system and the evaluation
    • Te provision of technical support for the production, collection, analysis and synthesis, and dissemination of health data and information
    • For the development and promotion of harmonized standards, tools and methodologies for the collection, analysis and synthesis of data, and the dissemination of health data and information and the application of knowledge.
  • In addition, through the WHO’s Health Emergencies Programme in Nigeria, the WCO will help the country to coordinate international action, to prevent, prepare for, detect, rapidly respond to & recover from outbreaks & emergencies.

Description of Duties

  • The incumbent will perform the following duties: Implement the monitoring and evaluation based on strategies agreed with the WR.
  • Support the provision of M & E related to strategies agreed by partners in the Health Sector M&E frameworks and related implementation plans Monitor progress and effects of the humanitarian health response against the strategic priorities as well as promote and support quality assurance of the health projects.
  • Facilitate monitoring of cross-cutting issues by all stakeholders at all levels. Assist the WCO to develop evaluation plans as agreed with the WR Ensure the standards and systems used to deliver quality and accountable services and monitoring reports include information on levels of compliance achieved against standards and indicators. Analyze lessons learned for quality and accountability.
  • Propose and facilitate external reviews/evaluations as agreed by the health sector working group Support the WCO and the health sector working group to seek innovative methods for remote management and monitoring to improve accountability. Provide technical support/guidance to the health sector working group members in monitoring methodologies, good practice, and reporting responsibilities ensuring coherence with existing reporting requirements.
  • Identify and formulate monitoring and evaluation findings, lessons learned and recommendations to be integrated into management efforts, disseminated in learning events and channeled into decision-making processes;
  • Perform any other duties as requested by the supervisorsImpact of Results: Effective implementations of M & E policies and strategies, as well as efficient organization and coordination of the evaluation processes.
  • Enhancement of the organization’s capacity and credibility in implementation of highly effective programmes with strong impact.

Required Qualifications

Education:

  • Essential: University Degree in International Relations, Political Science, Social Sciences, Statistics / Bio Statistics, Economics, Medicine or related field from a recognized institution.
  • Desirable: Master’s Degree in above domains or relatedfield from a recognized institution.

Experience:

  • Essential: At least 5 (5) years’experience in gathering, recording, validating, reporting of data from multiples sources as well as providing management with advisory services / M& E experience in related fields. Experience in the designing of and maintenance of M & E systems. A good understanding of database structures and management.
  • Desirable: Working experience with WHO or other UN Agency wouldbe an asset.

Skills:

  • Demonstrated knowledge of principles, disciplines and techniques to implement Monitoring and Evaluation strategies.
  • Proven ability to manage budgets and conduct financial analysis.
  • Demonstrated knowledge of information technology and ability to apply it in work assignments
  • Good research and documentation skills especially for best practices’ in organizational change and development within and outside the UN system.
  • Ability to make recommendations related towork-processing approaches and procedures which would lead to more efficient systems.
  • Ability to gather, analyze and disseminate information on best practicein accountability and results-based management systems.

Remuneration

Remuneration comprises an annual base salary starting at NGN 22,134,904 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
