SEEPCO participated in the 2005 bid round held by Department of Petroleum Resoucres (DPR) and was successful with license OML 143 (formerly OPL 280).

We are recruiting to fill the position below:

Job Title: HSE Engineer – Ethane Cracker

Location: Lagos
Employment Type: Contract

Duties and Responsibilities

  • Work independently and also for overseeing the process and HSE aspect of projects and for coordinating the project process team at the FEED, EPC to Operation phase.
  • Operating permisioning and licensing activities in major hazard industries, carrying out targeted inspections and investigations, taking enforcement action to prevent harm and hold those who breaks law account.
  • HSE engineers devices safety plans, monitor practices to ensure compliance, write up safety policies and procedures and respond to emergencies as needed.
  • Review the impact an industry has on the environment and create plans to minimize or eliminate any impact any impact on company’s surroundings.
  • Provide appropriate guidance as necessary with regard to local legislation, codes and standard and technical requirements.
  • Manage direct reports including managing work allocation, training, mentoring, problem resolution, performance evaluation, and the building of an effective team dynamic.
  • Participate in HAZOP, QRA, HAZID & HSEIA
  • Work report to Project Manager.
  • Ensure the company policies adhere to local state and regularisations.
  • Train and oversee employees on health and safety regulations.
  • Monitor personnel and workspace.
  • Encourage and advocate for safer work environment, materials and supplies.
  • Track the number of incidents and produce reports.
  • Monitor exposure to certain hazardous chemicals.
  • Ability to perform audits, write and submit reports.
  • HSEF policy development and implementation
  • Identifies training requirements for Project team and ensures implementation.
  • Controls the execution of all contractor’s HSE related activities and perform Visits and audits in contractor’s facilities.
  • Emergency plan preparation and finalisation and implementation experience
  • HSEF procedure development and implementation
  • HSEF manual preparation and implementation experience.
  • Exposure of Responsible care Certification, IMS implementation, OHSA implementation and British safety council implementation experience for 10 years
  • Good Trainer in HSEF. Conducted training for in house employees and outside vendors for last 10 years.
  • Project documents review with contractor and guide to EPC/ EPCM contractor in related to HSEF applicable documents.
  • Controls the execution of contractor’s HSE related activities and performance HSE visits and audits in contractor’s facilities. Emergency Preparedness.,
  • specific emergency procedures.
  • Organizes preparedness for emergency situations through training and drills. Essential Qualifications:
  • Conducted training for in house employees and outside vendors for last 10 years.
  • Experience in Environment, safety, Health and fire department at leading position and good track record along with knowledge
  • Development of corporate HSEF system and procedures.
  • Hands on Experience of development of Process Safety management system, Project management system in green filed project.
  • Expert in HAZOP methodology and HAZID, Risk assessment, JSA, Incident Investigation techniques with the help of Root cause mechanism
  • Rich Liaison role and experiences with statutory compliances.
  • OISD, NFPA, BIS, ASME, API and local standard and codes awareness is mandatory.
  • Organizes preparedness for emergency situations through training and MOCK drills are conducted.

Qualifications

  • Engineering graduate or Bachelor Degree Safety or graduate with diploma safety or Equivalent.
  • Through with design codes and standards.
  • Proficient in process industry simulation tools
  • Strong interpersonal communication skills, both oral and written, proficient in MS Office.
  • Confidence to deal with individuals at all levels in the organization.
  • Proven conflict resolution skills.
  • Exposure to Ethane/Butane/Ethylene Process Technology, HSE system and best practices and participating or carrying out safety procedures like HAZOP etc.
  • 10-15 years of related experience in Process plant HSE design and analysis.
  • Experience in large-scale green field petrochemical & Refinery plants.
  • 10+ Years related experience in Ethane cracker process HSE related details, selection, in Environment, safety, Health and fire department at leading position and good track record along with knowledge.
  • Ability to review FEED/ EPC engineering contractor’s HSE design and HAZOP documents.
  • Project documents review with contractor and guide to EPC/ EPCM contractor in related to HSEF applicable documents.
  • Organizes preparedness for emergency situations through training and MOCK drills are conducted.
