Job Title: Consultant for Structural Assessment of 3 Welded Steel Elevated Water Reservoirs at Gangarasso Sangassunmi, Ganye LGA

Location: Gangarasso-Sangassumi, Ganye LGA, Adamawa

Project Description

  • Mercy Corps Nigeria (MCN) requires the services of a competent structural engineer experience with steel structures. MCN is implementing a USAID funded program to provide water service to three small towns in Adamawa State. As part of these program, three new welded steel elevated water reservoirs have been constructed in Gangarasso-Sangassumi.
  • Their capacities are 50 and 25 cubic meters respectively. An existing steel elevated tank with a capacity of 25 cubic meters was rehabilitated in Government Girls Secondary & Primary School GRA, Sangassumi. Prior to completion of these projects and handover to the respective LGA’s, MCN would like to certify that this work was done in compliance with the project plans, technical specifications, and BoQ’s contained in the construction contracts.

Tasks

  • Review of the original design and technical specifications
  • Conduct field visits to each site to verify the compliance of the work done to the original design
  • Identify any departure from the original design and technical specifications
  • Verify the size and thickness of the steel structural elements against the original design. Particular attention should be paid to the columns, cross beams, x-bracing, gusset plates, Primary and Secondary beams, platform floor, reservoir, footings, base plates, and anchor bolts.
  • Examine the quality and efficacy of all welding that has joined the structural elements.

Deliverables:

  • A professionally prepared engineering assessment report complete with assessment method, measurements, pictures, findings, and any recommendations to mitigate any deficiency found. Any mitigation measures should include budget and schedule estimates.

Scope and Duration

  • Structural Assessment of 3 Welded Steel Elevated Water Reservoirs will be conducted in One LGA ’s of (Ganye LGA) Gangarasso-Sangassumi Small Town.
  • The consultant is to conduct field visits to each site to verify the compliance of the work done to the original design.
  • The target population of the program in target areas is 18,000 individuals.
  • The Consultant should ensure that all the 3 Welded Steel Elevated Water Reservoirs in Ganye LGA’s are equally covered.
  • The assignment is expected to begin from 30th May to mid-June. The level of effort is 11 days.

Reporting and Dissemination Requirements:

  • The consultant shall conduct the field visits and submit a draft report for MCN review within nine working days after the receipt of the notice-to-proceed. The consultant will ensure that the reports are comprehensive, detailed, and submitted in a timely manner. Ensure that report language is accurate, clear, and free of jargon, and reflects Mercy Corps ’s definitions and use of terminology.
  • Line of reporting: The consultant shall report directly to the Mercy Corps CoP for Small Town WASH based in Yola, Adamawa State.
  • The assessment report must include an excellent and nuanced presentation of the context, a clear methodology, a detailed and realistic work plan, and a strategy for any mitigation work recommended.

Mercy Corps requests the following sections in the report:

  • Cover Page
  • List of Acronyms
  • Table of Contents
  • Executive Summary
  • Methodology
  • Main Body
  • Document Structural assessment/Analysis and Conclusion.
  • Recommendations

In addition to the report, Mercy Corps requests the following outputs:

  • Copies of the raw data
  • A presentation to the relevant Mercy Corps Small Town WASH staff to discuss preliminary findings.
  • The MCN will submit any comments to the consultant within a week and the consultant shall include and/or respond to MCN comments and submit a final report after a week of the receipt of MCN comments.

Required Skills and Competencies

  • Graduate of an accredited university in Civil / Structural Engineer with a BS degree. An MS Degree is preferred.
  • Minimum of 15 years of professional engineering experience with a focus on design and construction of steel structures
  • Certified COREN engineer.
  • Ability to communicate clearly and professionally in spoken and written English. Knowledge of local languages helpful
  • Demonstrate exceptional writing, analytical, reporting, and oral communication skills in English.
  • Versatility, flexibility, and ability to adapt solutions to the context
  • Experience in capacity building and knowledge transfer to staff.
  • Physical ability to safely climb and descend water towers.

  • Interested consultant shall submit their Proposal describing how they propose to conduct the assessment. The letter proposal shall include the consultant’s CV and list of at least 3 References with contact information for whom the consultant has performed similar work.
  • The consultant shall also identify if any other individual will be assisting in execution of this work. The consultant shall also include a fee schedule for this work and identify any reimbursable expenses to fully complete this assessment.

Selection Process:

  • A committee of MCN will review each proposal received and will select the most qualified and advantageous to MCN. The proposals will be evaluated based on the consultant’s education and experience, assessment method proposed, reference checks, and overall cost.
