Women for Women International is an international non-governmental organization whose mandate includes providing women survivors of wars, civil strife and other conflicts resources for survival, reduce poverty level and ensure their self-sufficiency. The organization, with headquarters in Washington DC, USA, has country offices in eight countries, including Nigeria. We implement a 12-months training and education program designed to improve key social and economic outcomes for the most socially excluded women. The program targets every aspect of women’s lives; health and wellbeing (including nutrition, hygiene & HIV/AIDS prevention and protection), economic stability, family decision making and social safety nets.

Overview

  • Terms of Reference for contracting a consultant to design and develop a training manual and approaches for community actions addressing harmful gender norms, roles, and attitudes in Plateau State.
  • This term of reference is to identify and engage a consultant or consultancy firm who will be using participatory methods to design manuals, and other materials for training community stakeholders to enable structured systemic change and strengthen collective community accountability whilst mobilizing key community stakeholders to address drivers of violence-specifically, the harmful gender attitudes, roles, and social norms in the target communities. The Manual content will be guided by the research findings from the foundational analysis of Gender-Based Violence in Plateau State.
  • Women for Women International in Nigeria (WfWI-Nigeria) is seeking an experienced and qualified consultant or consultancy firm for a short-term project to develop a training manual. This manual will be used by WfW-Nigeria to train community stakeholders- (from police, traditional and Religious Leaders, Change Agents, men allies, CSOs, etc) and mobilize these stakeholders to collectively address violence against women in three target local government areas (Jos East, Pankshin and Riyom). Through the strengthening of collective community stakeholder accountability in addressing violence in the target communities, we anticipate this will lead to changes in social norms that could lead to reductions in GBV. This would complement our existing work at the individual and household levels. WfWI is eager to pilot this work in Nigeria, where we have built a solid infrastructure in three targeted local governments through the informal mobilization of key stakeholders already.

Consultant submits the first draft of Manual. August 26, 2022
The consultant works with WfWI-N to finalize the manual and develop monitoring and evaluation tools to be delivered as pre/post assessment during training, and over the longer course of the three-year project. September 2, 2022
Validation workshop and incorporating the reviews in the final manual. September 15, 2022
Two days of presentation and conduct a TOT at a workshop for WfWI staff and local partners who will deliver the training manual to the community stakeholders- police, traditional leaders, Change Agents, men, CSOs, etc) including group facilitation to support staff and partners program planning activities. September 19&20 2022
Final manual submitted. September 25, 2022

Budget and Timeline:

  • The total budget for this assignment is USD 8880. This should cover all costs associated with the assignment, which will primarily be the time of the consultant(s). A budget must be included in the application, demonstrating the distribution of spending across all deliverables /activities. Please detail all costs.
  • This project needs to be completed on a fast timeline, with a start date of July 29, 2022, and an end date of September 25, 2022. Please provide your proposed timing of the key steps and objectives to achieve the project in this timeline.

Essential Skills / Experience

  • Demonstrated expertise and knowledge of social norms, GBV, and other relevant gender-specific topics
  • Experience in community models of change.
  • Experience in designing training content and curriculum, which can be used at the level of community
  • Strong analytical and writing skills
  • Ability to draw content from existing best practices and research findings
  • Content of the training manual should have: 1) Curriculum 2) Facilitator’s guide 3) pre-post training assessment and action plan
  • Experience learning about GBV in studies of conflict and post-conflict contexts
  • Knowledge of GBV policies and advocacy at a range of levels, including grassroots programming and national influencing.
  • Knowledge of participatory, gender-sensitive, and inclusive adult learning approaches and methodologies for better facilitation
  • Ability to work with tight deadlines to meet the timeline in the ToR
  • Ability to understand the power dynamics of community mobilization-led approach for a sustainable action-led engagement.
  • Ability to work across contexts, and adapt to local needs.
  • Excellent presenting skills.
  • Experience working on women’s rights and gender equality in Nigeria is preferable.
  • Strong preference for national candidates/teams, or regionally based (must be able to meet budget & timeline).
