The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH (German Agency for International Cooperation) is an international enterprise owned by the German Federal government, operating in many fields across more than 130 countries.

In Nigeria, GIZ‘s portfolio includes among others, a programme to support the Economic Community of West African States (ECOWAS) in its regional integration goals. The programme aims to strengthen sector-specific capacities in the areas of Peace and Security, Customs and Trade as weir as Strategic Management and Organizational Development in the ECOWAS Commission.

As a recognised development service provider, we currently have 556 development workers in action in partner countries.
  • Furthermore, in 2019, the Centre for International Migration and Development (CIM), which is run jointly by GIZ and the German Federal Employment Agency, placed 262 integrated experts and 515 returning experts with local employers in our partner countries, or provided them with financial support, advice or other services.

Programme

  • The project “Global Hydrogen Diplomacy (H2-Diplo) – Hydrogen Diplomacy with Russia, Saudi-Arabia, Nigeria and Angola” supports the German Federal Foreign Office and the German embassies in their dialogue on CO2-neutral hydrogen with fossil fuel exporting countries.
  • The aim is to show these countries ways in which they can improve their energy and fuel economy in the long-term using green hydrogen and its derivatives.
  • For the dialogue with Nigeria, a Hydrogen Diplomacy Office will be set up in Abuja, which will implement the dialogue measures and partner advisory services on site.
  • In collaboration with the German Embassy and the actors of the German-Nigerian Energy Partnership, the aim is to raise awareness among Nigerian partners about the potential role of hydrogen in the sustainable orientation of their energy industry.

Responsibilities and Tasks
Responsibilities:

  • As an Administrative and Finance Manager, under the supervision of the Head of Admin & Finance and in close collaboration within the Hydrogen Project / Energy Cluster as well as Country Office and Headquarters, your job will be to coordinate effective administrative and financial procedure within the Hydrogen Project/Energy Cluster and the departments at Country Office and GIZ Headquarters and ensure completeness and quality of all documents in accordance with GIZ rules.

Tasks:
The Administrative and Finance Manager will be performing the
following task in accordance with GIZ rules:

  • Maintain and monitor financial and administration process for the project,
  • Application of GIZ operational policies (PuR) and other legislative and regulatory requirements pertaining to project implementation and management.
  • Provide robust and effective financial and administrative system for the project,
  • Financial Planning and Budgeting of Project activities,
  • Ensures proper budget and expenditure monitoring
  • Monitor the implementation of project accounting activities, including (but not limited to): invoicing, monitoring of expenditure levels against budget and funding obligations,
  • Ensuring financial and administrative transactions (purchase of consumables, goods, and services) and accounting activities of the project, are in accordance with GIZ standards and procedures,
  • Coordinate and support the procurement process for goods and services to ensure to efficiency and ensures that the GIZ (P+R) rules and processes are adhered accordingly
  • Monitor contract implementation and payment schedules to ensure quick settlement and closure
  • Ensure that invoices submitted for service contracts and Materials are well prepared and the corresponding supporting documents are complete in readiness for payment by the Country Office
  • Checking the consumption of project cars’ fuel/diesel and generators’ diesel,
  • Registering and regular update of the program inventory,
  • Ensure proper management of assets and timely handover where required,
  • Performs other duties and tasks at the request of the management.

Required Qualifications, Competencies and Experience
Qualifications:

  • Minimum of University Degree in Accounting, Finance, or Business.
  • A professional qualification will be an added advantage (ACCA, ICAN etc.)

Professional Experience:

  • Minimum of five (5) years progressive work experience as Admin and Finance or Accounting or related profession
  • Expertise in procurement of goods and services is of specific importance
  • Experience with GIZ procedures and regulations or with other international organizations is an asset
  • Proven experience in working with multi-disciplinary teams is an asset

Skills, Competencies, and Other Knowledge:

  • Knowledge of administrative procedures and systems, managing files and records, and other office procedures
  • Good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g., MS Office, Outlook)
  • Detail oriented and ability to work under minimal supervision and to show initiative and resourcefulness
  • Good decision making and problem-solving skills
  • Good interpersonal skills and experience in working within a multicultural team
  • Excellent planning and organizing skills
  • Confidential handling of data and information.
  • Outstanding knowledge of procurement.
  • Proficiency in English, ideally a knowledge of German
  • A good team player who is willing to take on responsibility.

Salary
According to GIZ Nigeria Salary scale for Band 4.
