The Niger State Ministry of Works and Infrastructural Development invites applications from suitably qualified candidates to fill the position below in the Project Management unit for the Dualization of the Minna-Kataeregi-Bida Road Project:

Project Background
The Government of Niger State has applied for the financial assistance from the ISDB to reconstruct 82KM Minna-Bida road. This would increase on ridding quality, increase capacity of the road and link to the Federal roads (Minna-Lambatta-Suleja and Bida-Lambatta-Suleja).

The rationale of the Project includes the following:

  • Increase movement of goods and services,
  • Reduce accident rates,
  • Revenue generation,
  • Improve access to health facilities and
  • Improve access to markets.

Project Components
Government of Niger State palns to reconstruct the existing Minna-Kataeregi-Bida in Niger State. The scope of the project includes:

  • Reconstruction of existing carriageway
  • Dualization of carriageway (82KM) with interchange at Minna and Bida terminals
  • Construction of 2 Nox toll plazas with shopping arcade
  • Construction of pedestrian bridges
  • Construction of social development initiatives (schools, market, water points, health facilities); and
  • Maintenance Programme and Capacity Building  for Project staff.

The Objectives of the Assignment

  • The Objectives of the assignment are to provide professional advice and management support to the SPMU  to effectively implement the project. In order to achieve these objective, the SPMU staff would carry out, broad scope of project management activities

Job Description

  • The Project Coordinator will be charged with ensuring that the operational, monitoring, reporting, financial management, procurement as well as outreach and communication requirements of the project are implemented in accordance with the project implementation manual and the loan agreement.

The duties includes but not limited to the following:

  • Ensuring effective coordination ith agencies / institutions responsible for the implementation of project components, liasion with the BA as well as coordinate communication with bank.
  • Seeking input from the executing agencies and project steering committee on (i) The annual work program and budget (ii) The design and implementation of monitoring and evaluation studies  and (iii) On technical issues arising in its oversight of implementation of project components and subcomponents.
  • Preparing annual and quarterly work programs, budge procurement plan and cash flow projections
  • Providing technical input to strategies documents, analytical work, initiatives geared to improve the business environment and increase enterprise growth in close collaboration with the implementing agencies.
  • Oversee preparation, submit, and recommend in a timely manner, accurate and reliable project implementation progress reports, which financial statements, etc.

Qualifications

  • Must be a Civil Engineer registered with NSE and COREN
  • A Graduate Degree in Civil Engineering or related disciplines with at least 5 years’ experience in managing projects programs.
  • Detailed knowledge of design, implementation arrangement and monitoring and evaluation of Multilateral Bank’s financed projects
  • Strong project management skills including ability to provide strategic guidance develop work plans and manage budgets and project expenditures
  • Good understanding of Multilateral Bank’s processes and procedures is an added advantage
  • Well-developed leadership, inter-personal, communication and negotiating skills, as well as ability to work effectively in team
  • Excellent computer skills.
